They obviously made a mistake when assigning categories. Prohibited Species: You cannot take any size of this species of fish (ex: for Chinook Salmon they would list all varieties for extra clarity Common Chinook Salmon, Trophy Chinook Salmon, Unique Chinook Salmon). This is for situations where you are not forced to take the sizes not listed Common/Trophy/Unique Largemouth Bass Must Be Taken: You must always keep this size of fish (ex: Young Largemouth Bass). This would be used if you were allowed to keep Common Carp and Trophy Carp. Must Be Released: You must release this size/specific of fish (ex: Unique Carp) or you will be fined. Here is how I think they meant the categories to go when they made them: The Licenses were probably written by someone who knows English as a 3rd or 4th language. Maybe they should add another line to the description: "All fish not specifically listed in the above description may be kept or released at will." This is why they must be released if you have only the Basic and/or Advanced license. You can keep the Chinook and Steelhead only with the Salmon California License.
